Understanding the NDIS 2025–26 Pricing Arrangements and Price Limits (PAPL)

National Disability Insurance Agency, NDIS

In June, the National Disability Insurance Agency (NDIA) released its 2025–26 Pricing Arrangements and Price Limits (PAPL), outlining updated pricing for NDIS-funded supports. These changes, effective from 1 July 2025, are designed to ensure the sustainability, fairness, and quality of services delivered under the NDIS.

What Is Pricing Arrangements and Price Limits (PAPL)?

PAPL is the NDIA’s annual framework that sets the maximum prices providers can charge for NDIS supports. It also defines how and when providers can claim for services, including travel, cancellations, and non-direct supports.

For providers like Sylvanvale, which delivers a wide range of disability services, PAPL directly influences how services are structured, delivered, and funded.

Key Update: Support Worker Rates Increase

One of the most notable changes is a 3.95% increase in the cost of supports delivered by Disability Support Workers. This adjustment follows a welcome decision by the Fair Work Commission to raise the minimum wage and award rates for thousands of dedicated professionals who support people living with disability across Australia.

This increase reflects the value of the essential work carried out by support workers and helps ensure fair compensation across the sector.

Supported Independent Living (SIL) Adjustments

Sylvanvale’s SIL services are directly impacted by updates to weekly and hourly claiming models. Providers can now adjust weekly claim amounts based on the number of weeks remaining in a participant’s plan and the total SIL funding available.

This makes managing SIL budgets more flexible and transparent, helping the people we support get the most out of their funding in the face of change.

Looking Ahead

The 2025–26 PAPL updates reflect a broader shift toward ensuring NDIS funding is flexible, responsive, and meets the needs of the people who use it to access vital support services.

This focus allows the NDIS to remain sustainable, ensuring that people can continue to access funding now and into the future. For Sylvanvale, these changes offer an opportunity to further strengthen the services we provide, with the ultimate goal of supporting people with disability to live the life they choose.
